Over 3,000 Participants Unite to Safeguard Children and Families
(Hong Kong, 25 Jan 2026) As Hong Kong’s Mandatory Reporting of Child Abuse Ordinance came into effect on 20 January, Mother’s Choice brought together over 3,000 community members on 25 January for its annual Family Fun Fest at Diocesan Boys’ School. Under the theme ‘All for Family, Family for All!’, the event united foster families, adoptive families, volunteers, churches, schools, and corporate partners in a shared commitment to protecting vulnerable children.
The opening ceremony was officiated by Chris Sun, Secretary for Labour and Welfare, Vivian Lam, District Social Welfare Officer (Kowloon City / Yau Tsim Mong), Hoi-kwan Yu, Chief Superintendent of Police, Crime Wing (Support), Hong Kong Police Force, Ronnie Cheng, Headmaster of Diocesan Boys’ School, Anna Cheung and Christine Ma-Lau, Board Members of Mother’s Choice, Phyllis Marwah, Founder of Mother’s Choice, and Sky Siu, CEO of Mother’s Choice.
In his opening remarks, Sun shared: ‘Mother’s Choice’s motto, “All for Family, Family for All,” resonates deeply with the government’s own commitment to child welfare and family strengthening. With the efforts of Mother’s Choice, a total of ten wards of Director Social Welfare (DSW) were placed under local adoptive families while four DSW wards were placed overseas to join their adoptive families in 2024-25. The encouraging result reflects how the Government and NGOs work hand in hand to build a caring safety net for our children and families’
‘A major step forward in our collective duty to protect children is the Mandatory Reporting of Child Abuse mechanism, which has come into effect on 20 January 2026. The Mandatory Reporting of Child Abuse Ordinance, which mandates 25 categories of specified professionals from the social welfare, education and healthcare sectors to report serious child abuse cases, creating a wide and effective protection web for children.’ he added.
Sky Siu, CEO of Mother’s Choice, said: ‘Today, there are still children facing family breakdowns and lacking the love of a permanent family. We must not only shield children from abuse and exploitation but also transform lives through hope, ensuring every child has a loving family. At Family Fun Fest, we are delighted to gather with the families and partners who have walked alongside us, and we are grateful for the partnership and support from the Government. Together, we can create a future of hope for every child.’
Throughout the day, Mother’s Choice hosted information sessions on Adoption Services, Foster Care Services, and Safe Families, a service that supports families in crisis through community-based care. These sessions aimed to raise public awareness and inspire more people to join the mission of supporting vulnerable children, young girls facing crisis pregnancy, and families in need.
Beyond bringing together diverse stakeholders, Mother’s Choice has invested extensively in building a robust and comprehensive child safeguarding framework. On this day four years ago (25 January 2021), Mother’s Choice achieved Level 2 Certification from Keeping Children Safe, an international child safeguarding network, affirming that its framework meets international standards. Mother’s Choice continues to advocate for child protection across sectors, sharing policies, frameworks, and educational materials with the wider community.
